WASHINGTON - Average rates for 30-year and 15-year fixed mortgages fell to fresh lows this week.
Mortgage rates in the U.S. declined for a third week, reaching record lows as the housing market shows signs of stabilizing.

House prices continued to "fluctuate quite widely" in April as the average price dropped 2.4pc, said mortgage lender Halifax.
Average rates on 30-year fixed-rate mortgages fell to a new low of 3.84 percent.
