The U.S. Department of Housing and Urban Development announced Wednesday it reached an agreement with Prospect Mortgage to settle allegations that the California-based mortgage lender, created sham joint ventures for the purpose of paying kickbacks to real estate brokers, mortgage brokers and others for the referral of business.
